No, applying for share buyback is optional for all investors. It is totally the shareholders' decision whether to subscribe to buyback or not.

Any shareholder who want to sell shares at a higher price can tender their shares to participate in the buyback. However, one who want to stay invested in the company has no obligation to tender shares.
